Welcome to The XY Sense Workplace Utilization Index, a quarterly report providing office utilization benchmarks and workplace occupancy trends for real estate and workplace teams. 

To create this index, our team has aggregated and analyzed anonymous space utilization data from XY Sense’s global network of enterprise workplace sensors to provide new insights into how hybrid workplace policies are revolutionizing where and how we work. 

In this report series, we compare the rate at which workers are returning to offices in different geographies and explore the very real impact that hybrid (a.k.a. flexible) workplace policies are having on commercial real estate utilization, workplace design and strategy.

How busy are offices globally?

Despite the noise around return-to-office mandates, the latest Workplace Utilization Index data shows levels of workplace utilization have plateaued at about half pre-pandemic levels.

Office space was used just 30% of the time during the second quarter of 2023 — just three percentage points more than during the first quarter.

Key findings from Q2 2023:

  • Average utilization of office space was 30% across Q2 2023 
  • This represents only a slight increase (+3 percentage points) in utilization compared to Q1’23, defying anecdotal expectations around return to office mandates driving up workplace utilization. 
  • YoY analysis shows a 20% lift in utilization compared to the same time period in 2022.  
  • Even with recent gains, office utilization remains at 50% pre-pandemic levels.

Which country has the highest
office utilization?

Office utilization differs by geography, with the highest levels in the UK, and the lowest in the US.

Key findings from Q1 2023:

  • UK offices have the highest reported utilization – Averaging 52% 
  • APAC office utilization is up 3% compared to last quarter – Averaging 35%
  • North America maintains lowest reported office utilization – Averaging 20%

How are hybrid policies impacting office use?

Hybrid work-week trend continues with offices 84% more utilized mid-week vs. Mondays or Fridays. 

Key findings from Q2′ 2023:

  • Tuesdays continue to be the most popular day to work from the office (anywhere in the world). 
  • Offices are 84% busier mid-week compared to Mondays and Fridays. The APAC region in particular has seen mid-week utilization grow by 11%. 
  • Workpoint utilization has increased by 20% with equivalent time now spent in desk work at the office as is spent collaborating / having meetings 
  • Enclosed meeting rooms remain the most popular space type in offices (with each space utilized for an average of 2.8hours per day) 


What can space utilization tell us about how offices need to adapt?

With hybrid work policies impacting the mix of tasks people perform while in the office, Q2 office utilization reveals new opportunities for workplace teams to adapt their spaces. 

Key findings from Q2 2023:

  • On average, 36% of Workpoints are never occupied, meaning that old “assigned deck” models are less relevant.
  • Breakout spaces on open plan office floors are the least popular Collaboration Space type, utilized just 13% of the time and for the least amount of time across a given day. They may be cheap to provide, but most teams want the focus and privacy available in a walled meeting space.
  • Enclosed meeting rooms are the most utilized space type, utilized an average of 67% of the time.
  • Gaps exist between the popularity of space types and their capacity performance. Spaces have been designed to accommodate more people than generally use them. One way companies are adapting is by breaking large rooms into smaller spaces more attuned to typical meeting sizes.
  • Larger conference rooms experience consistently low occupancy and utilization relative to capacity. Ask anyone who’s ever worked in a boardroom on their own or with only one other person!
